No. Not in all cases, well at least not in most of my experiences. Depends on what kind of engine you are using and how that engine is aspirated. My friend has a Honda CRX, which he hooked up beyond belief and he is now pushing between 400-500 horsepower. His car is a 4 cylinder with a huge turbo attached. He only seems to use a lot of gas if he gets on the throttle hard constantly. If he is out on the street, he gets decent gas mileage- but only if he keeps the speed limit and doesn't speed up every chance he gets between stops.
Think about it this way too, I have a 2006 VW GTi fsi turbo and it pushes around 200 horsepower, I get great gas mileage and great pickup...but if you compare that to some of the 8 cylinders from back in the day- which guzzled gas and only produced around 200HP, I think you would disagree that the horsepower will equal gas consumption.

It depends on the type of vehicle you are talking about a corvette gets great milage on the highway at normal interstate speeds because of its low weight although if you open it up it does not.
